Trump expected to seek $8.6B for border wall in new budget

(Washington Examiner) President Trump's pursuit of additional border wall funding in his fiscal 2020 budget proposal will only lead to another government shutdown, warned Democratic leaders on Sunday.

In a joint statement, Ms Pelosi and Mr Schumer charged that Mr Trump "hurt millions of Americans and caused widespread chaos when he recklessly shut down the government to try to get his expensive and ineffective wall".

The President's blueprint also revisits the political fight over border wall funding that triggered this past winter's partial government shutdown.

"The same thing will repeat itself if he tries this again", they warned. "We hope he learned his lesson", said the two top Democrats in Congress. Many lawmakers accused Trump of overstepping his constitutional powers by declaring an emergency to free up the funds. Trump took that step after Congress approved almost $1.4 billion for border barriers, far less than the $5.7 billion he wanted.

While Mr. Trump made the claim that Mexico would pay for the wall at least 15 times over the course of the 2016 campaign, he's changed his tune regarding just how they would be contributing to the wall project. AsForeign Policyreportedon Sunday, Trump's request for $750 billion in military spending exceeds the hike expected by Defense Department officials, who were planning for a $733 billion budget. That standoff led to a 35-day partial government shutdown, the longest in USA history.

One of the provisions getting significant attention already is a request for $8.6 billion in border wall funding as part of a total $32.5 billion border security and immigration enforcement ask. If lawmakers and Trump don't reach a spending agreement by the end of September, many government operations will ground to a halt.

Trump signaled past year that he might call for cuts in defense spending, but he eventually went along with the recommendation of then-Defense Secretary Jim Mattis for a $750 billion request, an increase from the record amount approved for fiscal 2019. Republicans control the Senate.

But he said Trump "is going to stay with his wall".

The Democratic-controlled House voted last month by 245-to-182 to nullify Mr Trump's emergency declaration. The president has resisted big, bipartisan budget deals that break the caps - threatening to veto one previous year - but Congress will need to find agreement on spending levels to avoid another federal shutdown in the fall.




White House officials say there are already 122 miles of barriers that have been completed or are now under construction. Instead, he has insisted the money come from USA taxpayers, arguing that criminals, terrorists, and drugs are flooding into the United States from across the southern border.

"I think the idea of having this massive OCO is not one that pretty much anyone takes seriously", he told reporters last week.

Trump's budget is set to include requests to boosting funding for some domestic priorities, including programs to combat abuse of opioids and medical care for veterans.

The Trump administration is interested in extending the New Strategic Arms Reduction Treaty (START) beyond 2020, Undersecretary of State Andrea Thompson said at the 2019 Carnegie International Nuclear Policy Conference on Monday.

The budget includes work requirements for those receiving food stamps and other government aid as part of the $2.7 trillion in non-defence cuts over the decade.

Also likely to inflame Mr Trump's opposition is his plan for $US2.7 trillion in spending cuts over the next decade, as well as an across-the-board 5 per cent cut next fiscal year in all spending with the exception of defence, which would increase by 5 per cent to about $US750 billion.

Non-defense spending was held below those caps, thanks to steep proposed funding cuts to the State Department (23 percent) and Environmental Protection Agency (31 percent), among others.

The $US200 billion proposal is the first time since the November midterms that the White House has put a number on its infrastructure plan.
