Trump Threatens to Pull Out of NAFTA to Secure New Deal

"I will be formally terminating NAFTA shortly", the president said.

Trump, joined by Canadian Prime Minister Justine Trudeau and outgoing Mexican President Enrique Peña Nieto, signed the United States-Mexico-Canada Agreement during a ceremony before the start of this year's G-20 summit in Buenos Aires, Argentina. Mexico hasn't even passed its its promised strengthening of labor standards and labor law that it said it would do during these negotiations there is now a new Mexican president who who is more pro worker than the outgoing president that signed USMCA. "As incoming chairman of that committee, I'll work closely with committee members and the Trump administration to guide the agreement through Congress". He cited concerns about a provision that might lead to the deal expiring, and new rules he said would limit Mexico's ability to sell cars and auto parts.

A 2016 congressional research report said there is a debate over whether a president can withdraw from a trade deal without the consent of Congress, and there is no historical precedent for the unilateral withdrawal from an free trade deal by a president that had been approved by Congress. Grassley vowed to usher the deal through Congress, saying it'll benefit the US economy and bolster agriculture interests in the Midwest.

"We're moving forward with our own process now that the new NAFTA has been signed", Adam Austen said. Such a scenario "works very well' for the United States", the Times quoted him as saying.

"I don't see how they get this ratified by Congress", Toomey said. "I think that's how he thinks he's going to whip votes".

Two other Democratic Senators, Mark Warner of Virginia and Sherrod Brown of OH, fell short of a commitment to back the agreement on Sunday. Mr Trump seems to have opted for diplomacy at the end of a political barrel, telling reporters on Saturday that Democrats "will have a choice" of whether to approve the deal as written or risk the consequences.

Business Roundtable, an influential association of leading US companies' executives, also called for a "prompt resolution" of the tariff issue between all three countries while reviewing the final text of the new trade agreement.

Another provision gives the United States the right to limit access for longhaul truck drivers from Mexico. Senator Marco Rubio of Florida tweeted on Friday that the deal as drafted would put Florida's seasonal vegetable growers "out of business".

On Sunday, Henry Connelly, a spokesman for Pelosi, told the New York Times that it was "disappointing but not surprising" that Trump was trying to force Congress to approve the new deal.
