NC race unresolved amid fraud allegations

Nearly a month after Republican Mark Harris declared victory in his North Carolina race for the U.S. House of Representatives, the state's election board is declining to certify the result as it probes mail-in ballots from two rural counties that have been called into question. But election officials have not certified the race due to concerns about irregularities and possible fraud involving mail-in ballots.

It's a practice long used by special-interest groups and both major political parties that is viewed either as a voter service that boosts turnout or a nefarious activity that subjects voters to intimidation and makes elections vulnerable to fraud.

It's clear that Democrats weren't expecting to lose the 9th Congressional District.

The announcement came Thursday as allegations of absentee ballot tampering and other interference in Bladen and Robeson counties appeared to help Republican Mark Harris, who led by just 905 votes in unofficial returns, The Charlotte Observer reported.

Some of the Bladen County residents who believe they were approached by the workers told reporters that they didn't request the absentee ballots they were sent and were asked to hand over the ballots for the workers to submit.

The board on Friday refused to certify the race, and voted to hold a hearing by December 21 on the evidence it finds on the alleged scheme. She also noted the investigative power of the House to determine race winners.

North Carolina Republicans and Democrats continue to fight over how to investigate the allegations of election fraud. The reasoning behind the law is that it limits others from influencing a homebound voter's choices.

In affidavits offered by the state Democratic Party, some Bladen County voters have described that people came to their homes to collect their absentee ballots, whether or not they had been fully completed or sealed in an envelope to keep them from being altered.

State investigators are examining the activities of a political operative named Leslie McCrae Dowless, who ran a get-out-the-vote effort for the Harris campaign during the primary and general elections.

In 2016, Dowless was accused of working on an illegal ballot harvesting operation that led to a public hearing, according to the Post.

The board could certify the current results that make Harris the victor.

On Monday, Woodhouse appeared to be firmly opposed to the idea of holding a new election, arguing on Twitter that no law allows for an election to be declared "null and void for irregularities that can't be proven to possibly change the outcome".

A top North Carolina Republican is open to holding a new election in the race to represent the state's Ninth Congressional District in light of the evidence of voter fraud in the midterm election, CNN reported Thursday.

The 9th District seat would likely be vacant if there's still no victor by the start of the next congressional session. Harris defeated incumbent Rep. Robert Pittenger in that primary and won a majority of the mail-in vote in Bladen County.

House Democratic Leader Nancy Pelosi said Thursday that the House "retains the right to decide who is seated". Incoming Majority Leader Rep. Steny Hoyer of Maryland said Tuesday that Harris was "not eligible for being sworn into the House" and would have to wait until North Carolina elections officials resolve that point.

Boyd also listed Dowless' office address when she dropped off over 230 voter registration forms at the Robeson County Board of Elections in September, according to board records reviewed by HuffPost.
