Korea Says it Won't Denuclearize Unless US Removes Threat

Asked about the presence of nuclear weapons on the peninsula, a U.S. defense official said "we do not discuss the location of nuclear weapons; however, in the early '90s, President George H.W. Bush announced the withdrawal of all naval and land-based tactical nuclear weapons deployed overseas".

USA officials will try to expedite humanitarian aid to North Korea, a us envoy said on Wednesday, as Washington and Pyongyang struggle to find a breakthrough in stalled talks aimed at ending the North's nuclear programme.

The United States withdrew its tactical nuclear weapons from South Korea in 1991, but continues to operate nuclear-armed bombers and submarines that can reach Korea from elsewhere.

The North Korean statement said "the denuclearization of the Korean Peninsula", includes elimination of not only the North's nuclear arms but also "the United States' nuclear weapons and other invading forces in South Korea".

"The proper definition of denuclearization of the Korean Peninsula is completely eliminating the American nuclear threat to North Korea before eliminating our nuclear capability", commentary published by state-run Korean Central News Agency (KCNA) declared.

He acknowledged that the travel ban - which requires American aid workers to obtain special permission from the U.S. State Department before travelling to North Korea - "may have impacted the delivery of humanitarian assistance".

After a flurry of activity surrounding this spring's summit with U.S. President Donald Trump and North Korean leader Kim Jong-un, the pace of public diplomatic activity has slowed.

Early next year, US officials will review how they grant that permission for the "purposes of facilitating the delivery of aid", Biegun said.

North Korea hasn't responded to Biegun's comments.

Kim's trip was unlikely to take place this year, Moon's press secretary said last week.

The North Korean statement came a day after Stephen Biegun, the Trump administration's special envoy, told reporters in South Korea that Washington was considering easing travel restrictions on the hermit state to ease humanitarian shipments and help resolve the impasse in nuclear negotiations.

The two Koreas plan to hold the ceremony at Panmun Station in the North's border town of Kaesong on December 26, amid concerns that the project could undermine global sanctions imposed on the communist state.
