Trump gears up for possible Putin meeting as Ukraine tensions rise

Later in the day, following Ukrainian President Pyotr Poroshenko's order, the Council of National Security and Defense of Ukraine made a decision to impose martial law in the country.

Trump is scheduled to meet Putin at the G20 summit in Buenos Aires at the end of this week, but he told The Washington Post that it would depend on the results of a report about the incident being prepared by his national security advisers.

Trump said Tuesday that he may cancel the sit-down with Putin at the G-20 meeting in Argentina following Russia's seizure of the three Ukrainian ships last weekend.

Ukraine has also blamed the Kremlin for separatist violence in eastern Ukraine, near the border with Russian Federation.

The Ukrainian parliament voted late on November 26 to impose martial law for 30 days in the provinces that President Petro Poroshenko said are the most vulnerable to "aggression from Russian Federation".

The incident was the first maritime confrontation between the two countries in a long-running conflict that has left more than 10,000 people dead.

"This is a deliberate provocation, of which, I have no doubt, some of our Western partners at least knew, or maybe even took part in the planning".

This gives Ukrainian authorities the power to mobilize citizens with military experience, regulate the media and restrict public rallies in affected areas.

The meeting between President Trump and Putin is set to be just one of several high-profile foreign-policy engagements for the US leader on the whirlwind two-day visit to Argentina to attend this year's summit of the world's 20 biggest economies.

Kurt Volker, the US special envoy to Ukraine, told reporters in Berlin that Washington sees no reason to doubt the information from Kiev that its vessels were operating in line with worldwide maritime rules.

A total of 24 Ukrainian servicemen, including two security service agents, were arrested on Sunday, when three Ukrainian naval vessels in the Black Sea tried to enter the Kerch Strait to reach the Sea of Azov.

"Turkey would like to see brother nations Russian Federation and Ukraine side by side, not facing off, when the world is faced with serious threats", he said.

Nine more Ukrainian sailors captured during Sunday's confrontation with Russia in a strait next to Crimea have been sent to jail for two months by a Russian court. The rest of the group was due to appear in court on Wednesday.

One more of the systems would be joining three others already deployed in Crimea, they said.

Putin's spokesman, Dmitry Peskov, said on November 28 that "preparations are continuing, the meeting was agreed".
