South Korea's Moon Jae-in attends Pyongyang Mass Games

Day two of the summit between North and South Korea came with promises from the North Korean leader Kim Jong-un that he would shut down a key missile test site.

President Moon of South Korea has urged the United States to end the impasse in denuclearisation talks with North Korea by formally declaring an end to hostilities in the Korean War.

SEOUL-The leaders of North and South Korea stood atop a volcano, smiling and joining hands, ending a three-day summit heavy on symbolism with a pilgrimage to the 9,000-foot peak where the first Korean kingdom is reputed to have been founded.

Talks between the USA and North Korea have stalled in recent weeks after President Trump became uncertain that Kim was following through with pledges made at their Singapore summit in June.

The official said the government was going to distribute the mushrooms to South Korean families who haven't seen their relatives in North Korea since the 1950-53 Korean War and who have never been invited to government-arranged reunions.

Such a declaration, which would fall short of a fully-fledged peace treaty, could give the impetus for North Korea to offer further concessions without prompting calls for USA troops to pull out.

At their Pyongyang summit, Moon and Kim agreed that the North Korean leader will visit Seoul "at an early date".

"There is nothing the North has offered so far that would constitute irreversible movement toward denuclearisation, however you define that, by January 2021 or any other time, or even a reduction of the military threat it poses to the South and the region", said a U.S. intelligence official.

"But it is no closer to North Korean disarmament", he said.




On Wednesday, Kim also said he plans to visit Seoul "in the near future" - a trip that would be historic in the relationship of these two countries that technically remain at war.

Washington has demanded concrete action toward denuclearisation, such as a full disclosure of North Korea's nuclear and missile facilities, before agreeing to key goals of Pyongyang, including an easing of global sanctions and an official end to the Korean War.

It also was unclear what "corresponding steps" North Korea wants from the United States to dismantle its nuclear site. The South's presidential office announced Wednesday that the two leaders' visiting Mount Paektu represents the "80 million Korean people combined".

"Kim Jong Un has agreed to allow Nuclear inspections, subject to final negotiations, and to permanently dismantle a test site and launch pad in the presence of global experts", Trump wrote.

Mount Paektu, which straddles the China-North Korea border and is known as Mount Changbai in China, holds a venerable place in Korean folklore. "I now propose that we completely eliminate the hostility of the past 70 years and take a big step forward in peace so that we can become one again".

Mr Kim promised to accept global inspectors to monitor the closing of a key missile test site and launch pad and to visit Seoul soon, and both leaders vowed to work together to try to host the Summer Olympics in 2032. Trump also declared, "we're making tremendous progress" with North Korea, citing its halt in nuclear and missile testing since last November.

Moon said Kim was also open to the inspection of a nuclear test site in the northwest town of Punggye-ri, which he called the North's sole existing facility for underground detonations. About 100 anti-North Korea protesters rallied in central Seoul to express anger about the summit and displayed slogans that read, "No to SK-NK summit that benefits Kim Jong Un".

The North Korea ball is thoroughly back in Washington's court.
