In 1999, a boat sank near Hot Springs, Arkansas, which also killed 13 people.

In Seattle, of that same year, five college students died when a Duck boat crashed into a bridge.

"They are unsafe on land and on water".

Safety advocates have sought improvements and complained that too many agencies regulate the boats with varying safety requirements.

Amphibious vessels like the duck boat became popular during World War II, and have since become popular with tourists. They were later modified for use as sightseeing vehicles.

Branson, in southwestern Missouri, is a family-friendly tourist destination whose attractions include "Dolly Parton's Stampede" dinner theater, the Amazing Acrobats of Shanghai and a Titanic museum with a model of the sunken vessel's front half. Lester was on a nearby boat. "The wind really picked up bad and debris was flying everywhere", she said.

"From what I understand there was life jackets in the duck", Stone County Sheriff Doug Rader told the press conference. "She was unconscious. I was about ready to start CPR and the EMT did show up at that time".

Table Rock Lake is a 67-square-mile (174 sq km) reservoir on the White River. He declined to answer questions about whether passengers on the duck had been wearing them at the time.
