Jaitley, and the press release, made the following argument: Before GST, sanitary napkins were effectively taxed at more than 13%, and they had been brought down to 12% under GST.

"GST Council today approved reduction in rates of 88 goods and services". Tax exemptions mean there would be no input tax credit available, even though inputs in the production of sanitary napkins are taxed.

Among items on which GST was reduced include footwear, small televisions, water heater, electric ironing machines, refrigerators, lithium ion batteries, hair dryers, vacuum cleaners, food appliances and ethanol.

The changes would come into effect across the country from July 27 onward, Finance Minister Piyush Goyal told media after the 28th meeting of the GST Council.

George Osborne announced as far back as 2016 that the government would seek to abolish the "tampon tax" but Britain now remains tied to European Union rules. That many items that originally were taxed 28% have been lowered to 18% in a year's span is welcome. They launched the viral campaign #lahukalagaan (tax on blood), which had the support of comedians like Kaneez Surka, Mallika Dua and actor Aditi Rao Hydari.

It's ridiculous to remember that Maneka Gandhi was ever of the opinion that 12 percent tax was alright as long as Self-Help Groups (SHGs) were encouraged to make their own biodegradable pads.

Besides, sanitary napkins, deities made of stone, marbles or wood, Rakhis without any precious metals like gold, silver, raw material used in brooms, Saal leaves and fortified milk have been exempted from GST.




Taxpayers who are yet to register under the GST have been given a final extension till August 31.

However, the decision to raise quarterly filing of returns from Rs 1.5 crore to Rs 5 crore annual turnover, may not actually materialise, fear tax experts.

The Finance Minister said, there will be minimal impact of these decisions on revenue collections.

Among other changes, small businesses with sales of up to Rs 5 crores has been allowed to file tax returns on a quarterly basis but they will have to pay GST tax monthly. Between Rs 2,500 to below Rs 7,500 GST is levied at 18 per cent and that of Rs 1,000 and below Rs 2,500 it is 12 per cent.

The minister further informed that the council would have a special meeting on August 4 to address concern of small and medium enterprises.

Earlier, the council had revised tax rates on 29 items in January.
