Delegation Is In Talks With North Korea, According To The State Department

A senior North Korean official is headed to NY to discuss an upcoming summit, U.S. President Donald Trump said on Tuesday, the latest indication that an on-again-off-again meeting between Trump and North Korea's leader may go ahead next month.

The U.S. "continues to actively prepare" for an "expected summit" between President Donald Trump and North Korea's Kim Jong Un in Singapore, the White House said, as diplomatic efforts are underway on two continents to prepare for the historic meeting.

South Korea's Foreign Ministry said Washington and Pyongyang were engaging in "working-level" talks to arrange the possible summit, but said it couldn't confirm specifics.

Kim is as enthusiastic as Trump to see the summit happen as soon as possible, but the claim that his sudden switch to diplomacy over the past several months shows he is aching for US economic aid and private-sector know-how presents a major problem for the North Korean leader, who can't be seen as going into the summit with his hat in his hand. General Kim Yong Chol landed at Beijing airport on Tuesday on way to NY, day after talks with Chinese officials, according to South Korea's Yonhap news agency, which cited diplomatic sources.

Kim Yong Chol - the most senior official from Pyongyang to visit the United States in 18 years - is expected to head to Washington to present an eagerly expectant Trump with a letter from his young leader.

Trump rattled the region on Thursday by cancelling his June 12 meeting with Kim in Singapore citing "open hostility" from Pyongyang.

"Our United States team has arrived in North Korea to make arrangements for the Summit between Kim Jong Un and myself", Trump tweeted.

General Kim, whose official title is vice-chairman of the central committee of North Korea's Workers' Party, has a background in military and civilian intelligence agencies and is a deeply controversial figure in South Korea.

Kim Yong Chol would be the highest-level North Korean official to travel to the United States since 2000, when Vice Marshal Jo Myong Rok visited Washington and met President Bill Clinton amid warming ties between the wartime foes.




"The president and prime minister affirmed the shared imperative of achieving the complete and permanent dismantlement of North Korea's nuclear, chemical and biological weapons and ballistic missile programs".

Asked whether the answer would come on Friday in the letter, Pompeo said he did not know but added "we have made real progress in the last 72 hours toward setting the conditions".

It has been thrown into uncertainty, after Mr Trump said he would no longer be attending. The group first met with their counterparts Sunday, and was seen leaving a Seoul hotel on Tuesday, but it was unclear whether they went to Panmunjom, a village that straddles the border inside the Demilitarized Zone.

The Blue House said the attendance of Moon Jae-in will depend on the progress of talks between the U.S. and North Korean leaders before the summit. "Kim Jong Un agrees with me on this".

"Chairman Kim and I have agreed that the June 12 summit should be held successfully, and that our quest for the Korean Peninsula's denuclearisation and a perpetual peace regime should not be halted", Moon said.

Despite the North's apparent eagerness for a summit with Trump, there are lingering doubts about whether Kim Jong Un will fully relinquish his nuclear weapons, which he may see as his only guarantee of survival. The United States stations 28,500 troops in South Korea, a legacy of the 1950-53 Korean War.

The Heritage Foundation's Bruce Klingner, a former Central Intelligence Agency analyst on the Koreas, tells NPR's Elise Hu that the US and North Korea still are not aligned on a definition of denuclearization. Moon has insisted he can be persuaded to abandon his nuclear facilities, materials and bombs in a verifiable and irreversible way in exchange for credible security and economic guarantees.
