Donnelly Becomes Second Democrat to Support Gina Haspel to Lead the Central Intelligence Agency

Fails to mention her complicity in torture but favorably cites endorsement of former officials who oversaw warrantless wiretapping program and drone campaign.

So far, Sens. Rand Paul, R-Ky., and John McCain, R-Ariz., are the only Republicans opposing Haspel's nomination.

Senator John McCain, one of the strongest critics of Trump's policies, said after Haspel's much-anticipated confirmation hearing on Wednesday that "her refusal to acknowledge torture's immorality is disqualifying".

"Having served in that tumultuous time, I can offer you my personal commitment, clearly and without reservation, that under my leadership on my watch Central Intelligence Agency will not restart such a detention and interrogation program", she said.

Brutal interrogation practices are now banned under USA law, but debate on the issue has re-surfaced during Haspel's confirmation process because she was once involved in the CIA's interrogation program. And in 2005, under her boss's direction, she drafted a cable ordering the agency to destroy more than 90 videotapes of its interrogation of that man.

But she did not declare, flat out, that torture is wrong and that she regretted her role in it. Donnelly and Manchin are up for re-election in November, and Trump appeared at a political rally Thursday in IN, in which he singled out Donnelly and called on voters to support the Republican nominee, Mike Braun.




Two days after taking office in 2009, Obama issued an executive order prohibiting all government employees from using any interrogation method that wasn't spelled out in the Army Field Manual, a military guide that banned brutal interrogation techniques, such as waterboarding, which simulates drowning.

In a closed session following Haspel's public testimony, the mood was less tense and more familiar, according to people familiar with the proceedings who spoke on the condition of anonymity to describe private discussions.

"I've always shared McCain's views on torture and looked up to him on this", Flake told reporters this week. "And yet all we've gotten are select records that don't address her participation in extraordinary rendition", the senator wrote. Democratic Sen. Joe Manchin of West Virginia - who also is up for reelection in a state that went for Trump - announced earlier this week that he would support Haspel's nomination. McCain is recovering from surgery related to his brain cancer in Arizona and was not expected to be present when the Senate votes on Haspel's nomination. But, any potential damage done by this lack of support for could be negated by Democratic Sen.

However, she said she would never bring back such programmes even if directly ordered by Trump.

Haspel's confirmation had been complicated by an intent to vote "no" by Sen.

Other Democrats are weighing their votes.
