The timing suggests that this is YouTube's response to satisfy advertisers after the recent Logan Paul scandal.

YouTube on Tuesday announced ramped-up rules regarding when it will run ads with videos as it scrambled to quell concerns by brands about being paired with troublesome content. Advertisers were leaving the platform following several incidents of exploitative content appearing. In the past, when the total number of subscribers to a YouTube channel reached 10,000, it was possible to carry ads according to the YouTube Partner Program (YPP) but in the future, it will be possible only when a channel hit 4,000 view hours over the past 12 months with 1,000 subscribers. Like Paul, Kjellberg was removed from Google Preferred and lost the second season of his YouTube series, Scare PewDiePie.

On top of those changes, YouTube will now manually review Google Preferred - which surfaces YouTube's most engaging channels to its customers.

It is therefore evident that these new rules are simply an affront to freedom of speech and will further enable Google to censor/penalize YouTubers exclusively if they have opinions Google does not like even more. The new floor, however, is a good decision. But small channels will be cut out and viral video creators can no longer make quick profits from a hot clip. All in all, it points to a huge disinterest in the overall community of YouTube, especially with how much it hurts the smaller creators. However, thousands of channels will be receiving negative effects from this change.

"However, the requirement of a channel possessing an existing amount of subscribers and watch minutes means that this instant viral fame is a thing of the past". Earlier this year, one of the bigger YouTubers PewDiePie used of some Nazi imagery and anti-Semitic jokes in one of his videos that was then picked up by The Wall Street Journal, making it a huge story. Creators making expensive and time-consuming animation or scripted comedy videos will struggle to generate enough views.

While the change is sure to frighten many creators and could lead to YouTube feeling a backlash or creator exodus, Patrick notes that YouTube is still the only site that shares ad revenue with its users.
