South Korea seizes second ship transferring oil to North

Kim said he is willing to send a North Korean delegation to the 2018 Winter Olympics in Pyeongchang and added both Koreas "could urgently meet" to discuss the matter. Analysts say Kim may be trying to drive a wedge between Seoul and its ally Washington as a way to ease global isolation and sanctions against North Korea.

His comments come after a former top USA military officer warned that the United States is now closer than it has ever been to a nuclear war with the North, with little hope of a diplomatic solution to the crisis.

Trump has nicknamed Kim "Little Rocket Man" and referred to his weight, while the North Korean leader has called the USA president a "dotard" and warned of the "highest level of hard-line countermeasure in history".

Despite the apparent olive branch, Kim also repeated claims that he could hit anywhere in the USA with a nuclear weapon, and called for mass production of nuclear warheads.

The U.S. State Department did not respond to a requests for comment on Kim's address, but analysts said it was an attempt to weaken the U.S.

In his New Year's address, Kim again denounced the exercises.
