Sanctions, talks important for N. Korean nuclear issue: China

The UN Security Council voted unanimously on Saturday in NY to impose its toughest sanctions so far on North Korea.

The draft resolution, obtained by The Associated Press, would also ban countries from giving any additional permits to North Korean laborers - another source of money for Kim Jong Un's regime.

Noting that sanctions are necessary but not the ultimate goal, the Minister said the measure aimed to bring parties concerned back to the negotiating table so as to seek a peaceful solution to North Korea's nuclear issue and realise denuclearisation as well as lasting peace and stability on the peninsula.

The 15-member council agreed to impose a new set of sanctions against Pyongyang that are expected to cut one-third of North Korea's export revenue in response to two intercontinental ballistic missile tests in July.

The sanctions, which target North Korea's foreign currency earnings, ban its exports of coal, coal, iron, iron ore, lead, lead ore and seafood.

According to a Security Council diplomat, coal has been North Korea's largest export, earning $1.2 billion past year which was then restricted by the Security Council in November to a maximum $400 million. This year, Pyongyang was estimated to earn $251 million from iron and iron ore exports, $113 million from lead and lead ore exports, and $295 million from seafood exports, the diplomat said.

The Security Council has already imposed six rounds of sanctions that have failed to halt North Korea's drive to improve its ballistic missile and nuclear weapons capabilities. "The ball is in North Korea's court".

The United States is preparing for a "preventive war" with North Korea among many options to deal with its missile and nuclear threats, President Trump's top security adviser has said.

Washington gave a new twist to the blockade against its archenemy yesterday, at the UN Security Council, by securing the support of China and Russian Federation to new sanctions against Pyongyang.

The proposed resolution would also add nine North Koreans, mainly officials or representatives of companies and banks, to the United Nations sanctions blacklist, banning their travel and freezing their assets.

On Saturday in New York, Russia's United Nations ambassador Vassily Nebenzia expressed concerns that the U.S. scaling up its THAAD anti-missile system and a recent 10-hour mission by aircraft carriers to the Korean Peninsula could pose further threats to regional security.

He said China believes these are the purposes of the new resolution.

Haley said before entering the chamber to vote.

While the draft resolution would impose biting economic sanctions, the USA didn't get everything it wanted.

He also called for halting the deployment of the THAAD missile defense system in South Korea, saying it will not resolve the North Korean nuclear stalemate. "This was a strong day in the U.N., it was a strong day for the United States and it was a strong day for the global community".
