"The divisional engineer and senior divisional engineer of the railway section are responsible and to some extent, their supervisors in the division", the official said. The return of engineer-turned-bureaucrat Ashwani Lohani to the Railways with a new assignment comes two years after the Narendra Modi government hand-picked him to steer Air India out of a crisis.

Holding the Limca National Record for four engineering degree, he is a qualified chartered mechanical engineer from I.Mech. E (UK) and holds degrees equivalent in electrical engineering, metallurgical engineering from the Institute of Engineers of India.

Former Chairman Railway Board A K Mital getting an extension of two-year in July 2016 had taken everyone by surprise. Suresh Prabhu has ordered a probe into the derailment case and had said that no laxity would be allowed by the board. Lohani also has his name registered in Guinness Book of World Records for successfully running the "Fairy Queen Express" which is the world's oldest working steam locomotive.

Mital was facing flak after the Utkal Express derailment in Muzaffarnagar.
