British police name third London Bridge attacker as Youssef Zaghba

Police yesterday identified the third attacker in the weekend terror assault in London amid mounting anger, two days before an election, over how the jihadist killers had apparently escaped surveillance.

Police said Zaghba is believed to be an Italian national of Moroccan dissent and was not a "police or MI5 subject of interest".

She is the mother of the Italian-Moroccan jihadi who helped carry out the London attack. Yet, while confirming that Zaghba was one of the killers, Scotland Yard stated: "He was not a police or MI5 subject of interest".

Meanwhile, a man has been arrested on suspicion of terror offences by detectives investigating the London Bridge attack following an early morning raid at an address in east London.

Late on Saturday the three attackers drove south across London Bridge, mowing down pedestrians before stabbing bystanders in the nearby Borough Market area. Seven were killed and almost 50 wounded.

Zaghba was reportedly detained briefly previous year, while Butt appeared in a TV documentary focussing on Jihadis in the UK.

"Our work necessarily involves making hard judgements about how to prioritise the resources available to us at a time when the United Kingdom is facing a severe and high tempo terrorist threat", police said.

Pakistan-born Khuram Butt, 27, and Rachid Radouane, 30, believed to be of Libyan and Moroccan descent, who both lived in Barking, were the other two attackers.

Neighbours said he was a keen gym-goer and weightlifter, and was the father of a baby and a toddler.

There has been no official comment on the Italian reports from United Kingdom authorities, but Scotland Yard said Zaghba was not a police or MI5 "subject of interest".

British security and law enforcement officials are investigating Butt as the potential ringleader of the cell, according to a security official who spoke on condition of anonymity because he was not authorized to discuss the ongoing details.

Jibril Palomba, who lives close to Butt's east London home, said he was anxious Butt had been radicalizing kids, telling them things like, "If you are not Muslim, you do not follow in the religion of Muslim ... you're basically going to hell".

Italian authorities said Zaghba was stopped at the Bologna airport in March 2016 and questioned, but never charged with a crime.

During his time in Britain, Butt once worked for Transport of London as a customer service clerk but failed his probation after a few months on the job after attendance issues.

He was one of about 3,000 suspects who were known to British authorities but not part of 500 active investigations.

Collina said Zaghba was monitored by Italian intelligence agents each time he came to Italy to visit her after his initial run-in with airport authorities. At least seven people were killed and dozens were injured. "That does require obviously vigilance but it does require proper resources and therefore cutting police numbers and not funding sufficiently those that are involved in security is a problem", he said.

"We were happy that he was becoming more religious but did not know that in fact he was becoming a terrorist". Police did not elaborate on how she was killed.

"It is seeking to project its influence and maintain its relevance by inspiring, encouraging, and - though there does not appear to be evidence of this in the latest United Kingdom plots to date - directing attacks in Europe and elsewhere", he said.

Earlier yesterday, a poll conducted by Survation for ITV before the London attack, had the Conservatives' lead over Labour narrowing to just one point from six points in the same poll a week earlier. Between 2009 and 2016, the number of police officers fell by nearly 20,000, or around 14 percent, according to the independent Institute for Fiscal Studies think tank.
