Trump to sign orders on oil drilling, national monuments

Trump to sign orders on oil drilling, national monuments

While the president has the ability to designate public lands as national monuments, it's unclear whether the Antiquities Act allows for the White House to rescind or diminish the size of previously designated monuments.

Bears Ears was created by President Barack Obama on December 28, 2016, less than one month before he left office at the end of his second term.

Most of the large monuments have encountered opposition, including Katahdin Woods and Waters in ME, the Papahanaumokuakea Marine National Monument off the coast of Hawaii and Organ Mountains-Desert Peaks in New Mexico.

President Obama designated the site as a National Monument just previous year, saying: "Stonewall will be our first national monument to tell the story of the struggle for LGBT rights".

Zinke said Tuesday in a briefing with reporters that he will make a recommendation on the contested parcel of land in 45 days and later provided Trump will a fuller report.

President Obama designated the 1.35 million acres of land in southern Utah as Bears Ears in National Monument.

From the Grand Canyon to Jewel Cave in South Dakota, many National Park Service lands were first protected using the Antiquities Act under President Theodore Roosevelt. Hatch's comment about "reining" it in suggests that the Trump administration is beginning a process that may alter the law, which could impact the ability of future presidents to create national monuments in the first place - a boon to local communities that feel strangled by regulation but a blow to conservationists who view the West as threatened by human activity.

National monument designations have protected some of the most iconic places in the country.

Administration officials on Monday confirmed the expected moves.

That's because no president has even tried to revoke a national monument since 1938, when President Franklin Roosevelt wanted to reverse Calvin Coolidge's designation of the Castle Pinckney National Monument in SC.

"I think the concern I have and the president has is when a monument is designated, the community should have a voice", Zinke said. He says the former president didn't follow the law when he established the monument. "I'm not scared of getting sued", he said.

The review was reportedly prompted by President Obama's designation of the Bears Ears monument, but will stretch across all such monuments.

Conservation groups have condemned the impending executive order as an attack on USA public lands.

"President Trump is clearly doing the bidding of the Utah congressional delegation, who are without question the most aggressive federal lawmakers seeking to seize, dismantle and privatize America's public lands", Suckling added.

All of those monuments could be targeted under the review Trump is ordering.

"It starts with Bears Ears and Grand Staircase and only gets worse from there", Kierán Suckling, executive director of the Center for Biological Diversity, said in a statement. Marcario told CNN Patagonia was "preparing to take every step necessary, including possible legal action" in order to protect Bears Ears and other national monuments.

Environmental groups blasted Trump's action on the western lands.
